Oracle to Pega Cloud Postgres Data Migration Best Practices

We are currently testing an upgrade and cloud migration from our Pega 7.2.1 (on-prem) Oracle 12g environment to Pega 8.2.2 Cloud Postgres environment. We would like to know what are the options and recommended best practices for data migration.

This knowledge would be useful not just for migration to cloud, but also for teams wanting to migrate from Oracle to Postgres on-premise. I can see it has been raised many times, but there's no clear or official answer.
