OOTB Bulk Processing for Transfer tasks

In pega 7.1.9 can we leverage the Bulk Action feature funtionality with recreating a New Business Friendly UI for Task transfer.

You certainly can customize and include the bulk actions components in a custom UI. What you include and how you have to include it would very much depend and what aspects you intended to customize or pre-determine for your users.
