OOTB Activity to Create application rule
There is a requirement to create Application rules dynamically to required next highest version.
Eg: Loanapp.03.02.01 to Loanapp.03.03.01.
Is there any OOTB activity which will create application rule.

I am also thinking same but i am not sure of importance and how its been used by pega of pzChecksum property.
if i create new app version pzChecksum is being updated with new numeric value every time.
as data is being retrieve from blob lot more data need to modify like datatable instance, case types and rulesets e.t.c..

We are not having any OOTB way to automate application rule creation.
Automating the application rule creation with custom logic would not be recommended approach also because application rule is the main core of business process and the data will get stored in different tables, if any information is not getting stored properly then it will create a big problem. Instead of facing un-wanted problems you could create the application manually based on need.
@JnaneswarB You can try a simple approach like this->
1. Page-New of Rule-Application class
2. obj-open existing application and modify required attributes like pyProductVersion,,pyDependsOnVersion to the version you need.
3. Save your page.
