Client uses both Customer Service for healthcare as well SA for Healthcare and as pre-requisites they need to have Customer Service and SalesAutomation. Their current version of the Frameworks is 7.22. Now they are upgrading to Pega 7.4. So all framework versions considered are 7.4. But in 7.4 guide below paragraph(in bold and italic) is mentions which gives a doubt whether hops has been indicated or not to 7.31 and then from 7.31 to 7.4. Though in the pre-requisites hops has not been mentioned explicitly. "Important: If you are upgrading from a version other than the previous version, you must
review the upgrade guide and release notes for all interim versions. The upgrade guide includes required upgrade steps for each version, and the release notes describe configuration changes and deprecated features for each version."
Need to validate the right strategy. Please suggest.

Based on the documentation you should review the pegacs /cshc and SA 7.31 upgrade guides, so you have a clear idea of those steps and all the product level changes. If your application overwrote some of the now deprecated rules you will need to note those changes since you may need to re-work the your application to fit in with the newer changes. Finally follow the steps listed in the 7.4 upgrade guide. You can upgrade from cs 7.22 directly to 7.4.
Before you do anything take a full database backup and ensure it works.
