How to determine ? Go with update, or we need to do full upgrade
How we can determine upgrade or update ,
In upgrade document (7.4)
a statement says "To move from any Pega 7.x version to the most current release, you can either update or upgrade." ,
is there any document or tool to analyze which one we should go ? if we are using any frameworks on top of core pega what all other thing we need to consider
FYI: we are Using prpc 7.1.8( Care management 7.13) planning to 7.4 (both core and framework)

our team decided to go with Upgrade
because we are we are on/have java7 , BIX and Strategic applications (Care management)

In your case, it will be upgrade as its from 7.1.8 to 7.4. Update is for next minor versions, say 7.1.8 to 7.1.9 ; 7.1.7 to 7.1.9 etc
For framework upgrade, refer its upgrade document

as specified in document I didn’t find any information in pdn to determine upgrade of update
