NBA Designer not accessible on Personal edition 2

Hello,

I have just installed personal edition of Pega v8.7 and I cant access 'Customer Decision Hub' under 'Launch Portal'. Any pointers please. This is my first experiment on Personal edition after setting up the application successfully.
