Migrate new non-versioned rules to other environments

How to migrate new classes from lower environment to UAT?
With the Import tool and JVM restart, the tables and rules are visible in SMA and Ruleset.
However, the tables are not visible from local data storage. The classes are also missing from the App browser.
When I tried to open the associated data pages, it is showing "Failure opening the Rule Instance" .
Information section is showing below:
Possible causes may be (1) Rule may no longer exist. (2) Availability of the rule may be set to No/Draft, Blocked or Withdrawn. (3) Circumstance of the rule may be preventing access. (4) Current date is not within the date range specified in the rule. (5) Access group or role may not have the appropriate privileges to open the rule.

How is your product rule configured? If you have configured it to include an application or ruleset, the class rules associated should also be included unless 'Exclude non-versioned rules' was checked. You an also include specific instances in the product rule. You can preview the product rule to see if the classes are included.
