Naveen - Your requirment isnt clear enough. You cannot Delegate a rule to Create Operator id. Unlike it is a Versioned nor an instance to override.

However I'd recommend you to write a custome utility which calls the ModelFlow to create Operator Instance and delegate it to EndUser Portal.

One more option is to have defined ModelUsers specific created for your application and wirte an activity to copy it the attributes like Org structure,Workpool,Workbasket,Access Group, Calender,etc.. except User details which you pass it during run time( by providing a template to fill by business while creating Users). 

Refer to EstablishOperator which is commonly used when you login to application via LDAP url which automatically Creates/Updated Operator ID based on user information and entitlements.
