Issue in creating skin in 7.2

When i create a skin the expected behavior is that the formats tab is empty.

But when i create a New skin in my dev instance its populating formats by default. I have not used any inheritance also.

Even a brand new skin needs a couple of those defaults to support the default portals. In section rules, dynamic layout formats like stacked, inline grid double, etc, are actually baked into the layout configuration form as explicit options, so they MUST exist in the skin. Pega saves you the trouble of having to recreate them each time by providing them up front for modification/extension.
