How a Manager assigns the work to one of his team members through his portal?

Hello Everyone

I have a requirement like manager wants to assign the work to one of his team members. How he can assign the work through his portal.

Role : Manager

Portal : Manager Portal

Team members : User1, User2, User3, User4.

work : c1.

let us consider the above scenario, how manager assigns the work(c1) to User2(Push Rouing) through his portal.

what are the steps need to be done to achieve that requirement?
