How to make document file viewed on a click of a button

Unable to attach my doc/rtf/pdf file in binary file.,as i am uploading it but its not getting uploaded.

I have created a menu in which there a FAQ named button ,i want to open my faq's on click of that menu name (i.e., which action to be used or else something).Need some guidance.
