From the screenshot I see that the Dynamic Layout is included in another Dynamic Layout. You have set Float: Right(Flex-End) for the inside Dynamic Layout.

Please check the Layout mode and Float options of the parent Dynamic Layout because Parent Dynamic Layout options will be considered.

So if you want the button to be right aligned please change the Layout Mode to Optimized code and Float to Right for the parent Dynamic Layout also.

Make sure that set layout width to auto option is selected.

As per the PDN help of Pega 7.3, setting layout mode as Optimized code(for Flex) and Assignment as Right will move the controls of the section to the right.

• Right (flex-end): Items are packed toward the end of the line. Selecting this option has the same effect as align-right.

This options are determined by the layout's parent's layout mode. I assume you have done this too. If yes, kindly check below setting to set layout width to auto. Refer below screenshot:
