How to create an agent for sending email notfiction based on some condition

Hi All,

I have an activity is for sending notification mail to work group members based on pyOpAvailable ="false" iam referring on UI .when I click on one link its trigger and sending mails but without clicking on this link I need to create an agent to run the activity when pyOpAvailable ="false" .
