How can we migrate dataflow to higher enviornment

What is your requirement? You can deploy a dataflow rule as part of standard deployment in a ruleset, provided all the associated datasets present in the data flow are also deployed or already present in the higher environment.

Yes you should be able to do normal deployment if the ruleset is present in the product rule.
