How can we know like pega server has completely started

I installed Pega platform 7.3.1 and it got successfully installed on desktop or C drive.

When i clicked Pega platform startup on desktop, it ran and still processing on the below screenshot.

And once i clicked on logon url, its not loading at all.

Please help me in resolving the issue

I usually look for this message in the log file to check if the server is started.

"Web Tier initialization is complete."
