Facing error bootstrap configuration issues - Base Pega: 7.1.7 to 7.3 upgrade script

Dear All - While running first DB script for the rule-base upgrade for Base Pega: 7.1.7 to 7.3 on WebLogic and Oracle 12c (on RHEL OS) getting below error. Any recommendation:
