Enable attachment-level security: how can I select the work group?

On the attachment category landing page, you can activate the "enable attachent-level security" switch.

The manual says that in this way you can restrict the access for a given attachment to one (or more?) work groups that can be selected.

But I am not able to find where this selection can be made. Am I missing something?
