Could you please check running D_pzRBCategories data page by passing a parameter as "Public" to check if we are getting duplicates in the data page.

If this does not work, then please check the table "pr_sys_ruleset_index" and confirm what is the primary key for it. This table might be having multiple entries for the reports.
