I interpret the 'location' in your requirement "We have a requirement that a location specific public category should be maintained" as - you may have a Category ABC that would be public to a place/location/region X but not visible to a place/location Y. Please clarify if my understanding is wrong.

The pyOOTBVisibleInBrowser WHEN rule controls the visibility of the category on the report browser. This is an available rule, so if my interpretation above is right, then we could circumstance this WHEN rule as per your location property X, Y, etc. and that way control the visibility of the Category ABC.

Do you want the site admin to have write access to the category, and others at the site to have read access (i.e., be able to run reports from the category but not add, delete or modify)?

I'm not aware of any straightforward way to do that. The only thing I can find is from the help page for the Category rule:

It doesn't say anything about being able to grant separate read or write access. Please confirm what your requirement is, and we can check with subject matter experts.
