You only need to quiesce nodes that users are using, that is using with a browser session and therefore 'H' requestors. The purpose of putting a node in queiscent state is so users requestor sessions become passivate and when users get directed to another node their requestor is activated from the passivated state.

No need to quiesce Stream or BackGroundProcessing nodes if they don't have users with browser sessions. Just rolling restart the Stream and BackGroundProcessing node when needed.
