I have put font-family: Verdana, Arial, sans-serif; as described in the PDN article but it did not fix the issue.
Any suggestion ?

Please trace the operation, and capture the html stream from the tracer into a file before it is sent to the HtmlToPDF procedure.
Display that file in your browser. If the same issue is observed, that suggests that the issue is with the staging of the HTML rather than with the PDF conversion process.
(If you need to gain some confidence in the veracity of this test, try it also with a section that does convert to PDF properly to make sure that when you display the file in your browser you see the correct styles and character sets.
