Direct feedback creating local work object instead of sending to PMF

All,

I am having an issue when configuring the Direct feedback feature in our test system. I have set the project management URL and the system can successfully communicate, however when submitting feedback via the pushpin tool, it creates a feedback work object in my test system instead of sending to PMF.

The pushpin feature is calling this activity:

pxSetupFeedbackAndRedirect which in turn calls
pxAddFeedback.

If you examine these activities you can see that they do not establish a SOAP connection at all.
I will open an SR as well, but wanted to post here to see if there was any other information.
