Defer Load option missing in section includes 7.1.9

Defer Load Contents checkbox is missing for Include Section.
I'm using Pega 7.1.9.

It's probably because you have it within the cell of a dynamic layout.
Drag the same section into the outer level of the section, and you should see the options now. But to make full use of this feature, you will add a collapsible header or put this into a tabbed layout for the defer load to be advantageous.

I have placed the section as the outer level still i am able to see the defer load option.
Could you please provide the screen shot of the section so that we can check the exact scenario.

The Defer Load is in two places - Layout properties & Section include properties. The one in the Layout properties is immediately available while the one in the section include properties only appears when we select Caption as Header & uncheck the Expanded on Load checkbox.
Is checking the Defer load on the layout sufficient to make the non blocking UI work? Or does it have to be on the section rule? I am using 7.1.9 BTW.
