Can not render section message while "Defer load contents" checkbox is selected

I'm in 7.2.1.
In Grid Repeat Layout in Operations tab for Row editing I have Master-detail selected. There I have flow action specified which references a section SampleSection that contains dynamic layout with "Defer load contents" checkbox selected.
When I display repeat grid and expand a row to see SampleSection section, instead of seeing it there is a text "Can not render section". Once I uncheck "Defer load contents" checkbox everything works fine.
And idea why?

Is this browser specific (only IE for example), or is the behavior the same in other browsers (Chrome, IE, Firefox for example)?

In Incognito Mode in Chrome doesn't work as well.
Verified that it works in Firefox.
Conclusion: It doesn't work in Chrome (including Incognito mode). It works in Edge, IE and Firefox

This is weird, capture a network trace of a working and non-working browser. Is the request the same here?
I can safely assume the response is different (working would have the section return, and non-working have the can not render message)
If nothing is of value in the network trace, move on to a Pega tracer to see where this is forking for the non-working scenario and/or if there are any errors.
