Data Format displays as "MM/d/yy". But its formatted as "MM/dd/yyyy"

Sometimes for the date field, it displays in "MM/d/yy" format but Its formatted as "MM/dd/yyyy". Please help me in finding the root cause.

Eg. It displays as "11/8/18" instead of "11/08/2018".
