In one of my current implementation in insurance underwriting, we have a requirement where low predicted risk quotes are not required underwriter's approval and to be auto approved. the risk scores are calculated by an internal predictive model.

Even though low predicted risk quotes are not required underwriter's approval, business still want to generate control group with 1% of the cases with low risk quote to be approved by underwriter.

We created a prediction and associated the model with the prediction and utilize the prediction in our case steps. .

How can I set up control group in this scenario?
