As per my understanding this is an expected behaviour. In order to achieve your rquirement, you can look into the clipboard for the complete heirarchy to refer the property.  

One way to achieve this is to search in the clipboard with the name of the file. Following is the screenshot of the same at my end. So, I would use pyWorkPage.NewFile

Please try the above change and if it does not solve the issue then could ou please provide the following information:

1. Pega version at your end.

2. The screen shot of the flow diagram.

3. Briefly describe the use case you would like to achieve .
