Actions are not working inside free form layout

I'm trying to put an action for the text input inside a free form layout, but, I'm having the following warning:

But, upon run and on click, this is not working (no modal dialog is showing). Can you please help?
Please note that if we put it inside a dynamic layout, it works.

Hello Hong,
I need to have an action on an input text ... Above configuration worked inside a dynamic layout, so, I expect it to work inside a free form layout.

Is your text input control read only?
I think you can use "focus" event as long as it is editable.
However, I am still curious about what kind of requirement leads you to make a decision that showing modal dialog with "click" event on a text input control.
Can you explain a little bit about your requirement?

OK, I will try.
They want to show a modal dialog when the input text is read-only based on a certain condition. If not, the input text will be editable and the user should fill data. That's why, I didn't go to a button.
