When go to pega access security manager landing page

we could not find any flow action and flow under work type

but we add

AM:RuleClasss:AppliesToClaas!RuleName = 0 in AR of work type class but even to manually AM landing page does not reflect for Flow action. Any reason for this behavior.

What is difference b/w

1. adding access in Starting flow and Flow action

2. Create privilege rule, refer privilege rule in Flow action/flow rule. Refer in ARO of class rule.
