@RohanZ Access when work similar to a when rule, If you want to provide access conditionally you can do it by creating Access When rule.

For example you want to give access to open any instance of a class to certain operator you can do it by creating Access when rule and refer it in ARO.

you can refer to some OOTB Access when rules (pxAssignedToMe, pxAssignedToMyOrgUnit) and check it references to understand it better
