Proposition filter behaviour

I created a proposition filter for a business issue and group and set the default criteria as false. When I referred this in the strategy, this default behaviour is applied to propositions of other business issues and groups. Is it the default behaviour of proposition filters??

@BURTA I don’t have any specific criteria. In default criteria, I made it as false for all propositions under PF business issue and group. I will check it again.
