Is this a question about scaling - e.g. have multiple systems that run the same application but are just different nodes? Or are you talking about two different (CDH) applications here?

If the latter - responses are responses to a certain offer that was given in a certain context, so it doesn't make sense to send the same response to different apps even if the offers are the same thing (the context at decision time will likely be different for both). But sharing data between those "brains" may be an option - especially interaction history is often something that is a good candidate to share between different apps.
