We are working on distributed development environment. Our application is built on another team’s application. How can we perform regression testing on the built on application and notify the application owner team without any manual intervention?

We need to perform regression testing on built on framework as built on framework is frequently being modified by the other team.
We are rebasing our built on application to receive latest changes from the SOR. And then if we are testing our application, we are getting different issues. Mostly these are due to the built on application changes.
Currently we are doing deployment, rebasing, triggering test packs on our application using Jenkins.
I think below example will help you to understand the problem properly .
Let's assume Single sign-on is developed in the built-on application and we are using it. We haven't made any changes there. Now we are getting issues after rebasing built on application as they have modified some code there.
Basically, we want to detect the changes beforehand even before running the test pack on our application.

As the other application is used as a built on application for your application, cannot understand why your team needs to perform regression testing for the built on application. Do you ever perform regression testing for any base Pega framework applications?
Does your team understand and have the complete understanding and background of the complete business scenarios for which the application was developed?
Have you made any code changes that can affect the built on application?
