Importing rules to 8.4 from 8.3

Hi Guys,

Appreciate your help!

Scenario:

Currently development is going on in v8.3 (cloud). There is another dev environment in v8.4 (OnPrem). Can we import the rules developed in v8.3 (cloud) to v8.4(OnPrem) or we should upgrade the cloud environment to 8.4 first and then export the rules from cloud to OnPrem.
