Container format issue for Dynamic layout after upgrade

We've recently upgraded from 7.2 to 7.4, after upgrade container format is not appearing for any of the layouts. By clicking on drop down nothing happens. For your reference I'm attaching this screen shot.

Could you please point me in a direction to find out the possible reasons for this issue.
