Fetching assignments from workbaskets, and filtering them using a property

I'm doing a passport application, i have to root the assignments of applicants to the particular state interviewer operator, i'm getting the state details from the user. and i need to Prioritize those assignments based on the TypeOfApplication(Property(of values "tatkal", "Normal")) . When the interviewer clicks the next assignment in the interviewer portal he should work on the assignments from his/her state and tatkal first and Normal Next
