Unable to merge rules (error's) from Branch Rule set Wizard

Hi ,

Getting below errors while moving rules from Branch rule set to another rule set version in DEV Env. (Pega version: 7.1.9),

Please do the needful.

Error's in Logs:
- Required parameter'TargetRuleSetName' for data page 'D_pzMergeVersions' cannot be blank.
- Section 'pxLPOpenRuleSetVersion' execution error on page 'dvTempPage' of class 'Embed-PegaAccel-Refactor-Instances-Merge'.
- Section 'pzMergeInstancesRuleSetOutline' execution error on page 'dvTempPage' of class 'Embed-PegaAccel-Refactor-Instances-Merge'.
- Exception caught while evaluating when

Error on Tracer:
