Not able to run an activity in QA environment

We have a clean up activity which does some clean up work when run. This activity runs fine in all lower level environment except in our QA environment. The Action-->Run option is not even shown in QA to run this activity from designer studio. The user who is accessing this activity has exact same administrator role as in DEV but still the run option is not shown. Is there any application wide setting we are missing or different?

This issue is fixed. It was related to the way product file was created. The "Exclude non-versioned" objects caused it. Removing the option from product file fixed the issue.
