Routing an assignment to an worklist but does not route until operator ID has Associated RS

Hi ,

pega version 7.1.7

When i am trying to route an assignment to a operator id, we are getting a message in the audit that the "operator is unavailable" and the assignment is routed to the manager in the workgroup of the user.

once we associate the operator id to the implementation ruleset , the assignment is getting routed properly. the question is why does associated ruleset for a instance of data-admin-operator-id affect the visibility (rule resolution). is rule resolution affect the operator id profile now.
