We are not able to to access the Learning Repository link in upgrade estimator tool

Link Not accessible:http://ec2-52-2-91-182.compute-1.amazonaws.com/prweb

Can some one please help us?

After Sign up it requires Approval, It is approved for your Operator ID, please try to login now.

how much time it would take to approve the operator id?

On approval, is there any mail triggered to the email address set on the operator record ? How do we get to know if the approval has been processed ?
