When rule execution in case of multiple actions
When we have a list of actions, the second action contains a when rule that evaluates the result of a property-Set of the first action.
In this case, the when rule is evaluated after the execution of the first action or before the 2 actions.
(Attachment: the property evaluated in the when rule is set in the previous action "Local action" )
So, the when rule is executed just before "Harness" or before all actions?

As per the screenshot, I understand you have added a when rule for harness action. It means based on this when rule evaluation, it will be decided whether to execute that action or not.
So, I think the order of execution will be Local action, when rule for harness and then Launch harness.
Please check the tracer to play around with multiple actions and multiple when rules to better understand the flow.

I did test the scenario and found the execution sequence as below which matches the responses of Mounika and Rawap.
Local Action >> When Rule evaluation >> If when rule evaluation matches the condition, then display the harness. Else, harness is not displayed.
For testing purpose, I have configured these actions on the change of checkbox control. Refer the attached screenshot for your quick reference. My observation is from Pega 7.1.6.
