Reports not accessible

Hi

On clicking a shortcut on the BA portal, I am getting the below error in the tracer:

"You are not authorized to create, modify, or lock instance SYSTEM-USER-REPORT-RECENTREPORTS"

Can anyone help me on this as why this happens?
