Question on rule skimming

The Skim a Ruleset tool collects the highest version of every rule in the ruleset and copies them to a new major or minor version of that ruleset on the same system, with patch version 01. Consider a skim for each major application release.
If I remember correctly, circumstanced rules at lower versions can be chosen by rule resolution if their circumstanced attributes match, even if they are at versions lower than the highest available for a given ruleset. If this is true, then might skimming a ruleset delete lower-versioned rules that are circumstanced, exclude them from the skimmed set and therefore prompt changes in application behavior if the skimmed set is say, promoted to test or production?
