Does skimming and purging old ruleset reduce rule resolution time?

if it is major skim (changing the major version), the rules under below versions wouldn't rule resolved. But i don't think much performance gain w.r.to rule resolution query. Purging may be little plus. I would rather try to check for queiries going for full table scan and will fix/report bug with pega.
