Use of Minor Skim withdrawn rules carried forward

PEGA States that if there was a withdrawn rule and we are doing a minor skim, then that rule will be carried forward. What is the use of this? Anyhow that rule is withdrawn will not be used by rule resolution, what is the use of carrying it to the destination rule set.
