Rules update failed in 7.1.7 to 7.1.9 update

Rules Update failed while performing 7.1.7 to 7.1.9 update with the error message “A later ML distribution has already been applied to this system: 07-10-99”,

As per our analysis customer application has the 07-10-99 rulesets for all the Pega specific rulesets which has the Agent rules. They also have some unlocked Pega rulesets. Because of the 07-10-99 ruleset version, it is assuming that the environment is already updated to 7.1.9 during "Verify ML Readiness" step in "Rules update" process. We informed customer to delete 07-10-99 ruleset version, by moving rules accordingly.
It is not recommended from Pega to unlock or to create new ruleset versions in Pega specific rulesets.
