As per our analysis customer application has the 07-10-99 rulesets for all the Pega specific rulesets which has the Agent rules. They also have some unlocked Pega rulesets. Because of the 07-10-99 ruleset version, it is assuming that the environment is already updated to 7.1.9 during "Verify ML Readiness" step in "Rules update" process. We informed customer to delete 07-10-99 ruleset version, by moving rules accordingly.
It is not recommended from Pega to unlock or to create new ruleset versions in Pega specific rulesets.
