Pega Survey on Pega 7.1.7 unable to add new question

Setup Pega 7.1.7 platform. Installed latest version of Pega Survey in Pega 7.1.7 platform. Migrated survey from PRPC 6.2sp1 to Pega 7.1.7.

On the Question Page, right clicking on the question page to add a new simple or complex question results in no response / action. The context menu shows and can click on New for Simple and Complex question. However there is not response and nothing seems to show up in Tracer.

Need some assistance as to what is happening.Is there a missing privilege? Is there a missing Ruleset reference for the application?

I installed Pega Survey on Pega 7.1.7. The latest version I was provided was PS71ML2.

The survey questions, answers, etc for the application were migrated from 6.2sp1 to 7.1.7.
