Hi,
Add the data type (class) for which you want to create a data table to the data explorer (https://pdn.pega.com/data-management/manage-your-applications-data-objec...), then click on the data type in the data explorer to open the data designer for that type. At that point you'll be able to create a data table by going to the "Records" tab.

Starting from 7.1.7 the concept of creating data tables has been deprecated. It has been replaced with local storage called data type.
As pointed out earlier use the data explorer to create a local storage instance. Thats nothing but a data table.
This has been done to ensure that all the classes corresponding to data tables are mapped to a specific table created based on the class mentioned, other than pr_other.
You can see certain data tables getting listed in the landing page view thats just to support backward compatibility.
