Operators and accesses groups are data instances, to they are not associated with any rule set version. To export data instances to higher environments include the pzInsKey of data instances in "Individual Instances To Include" section in "Product" rule.

Hi ,
As satish said, operator id's and accessgroup are the instances of Data- , not associated with any RSV, we have to export data instances by using Product Rule by typing "Data-Admin-Operator-ID" and click on gear icon in which you can see the window that lists of operaor id's.You can select required operator id's that u wish to include. same process for Accessgroups.
