Basic difference between Tolerance Upgrade and Compliance upgrade

Can anyone site me basic differences between Tolerance Upgrade and Compliance upgrade.
Any thoughts are much appreciated.

A tolerance upgrade involves just changing your existing applications to the latest version of the Pega 7 Platform and i not suitable for a production system. A compliance upgrade builds on the changes in a tolerance upgrade and creates a responsive user interface. An enhancement upgrade builds on the changes in a compliance upgrade and involves reengineering the applications to take advantage of advanced Pega 7 Platform features.

Lets assume we are upgrading from P6 to P7.
Post upgrade this is what we get based on our upgrade level.
LEVEL - Tolerance Upgrade
- Application will look and feel like Pega6. Business users will notice issues in UI hence will complain often.
- Developers could continue their development / deployments using the P7 designer studio.
- Application is not yet ready for modern browsers (IE11 / Chrome / FireFox) OR for handheld devices (Tablets / Mobile)
- UI will break repeatedly for a number of reasons hence the application is not production worthy.
LEVEL - Compliance Upgrade
- Application will look and feel like Pega7. The business users will have a great user experience.
- Developers could continue their development / deployments using the P7 designer studio.
- Application is ready for modern browsers (IE11 / Chrome / FireFox) OR for handheld devices (Tablets / Mobile)
- UI will be HTML5 + CSS3 compliant and ready for a go-live in production.
